For cars registered abroad

Ukraine car insurance for foreign-registered cars: compulsory liability, explained

Driving into Ukraine on foreign plates? Third-party motor liability insurance is compulsory here, and border guards check it before they let the car in (Law No. 3720-IX, art. 9). You need either a Green Card that is valid in Ukraine or a Ukrainian policy for the length of your stay — from 15 days. The manager calculates the price for your vehicle.

  • Terms from 15 days to 1 year
  • Electronic policy, checked in the national database
  • Insurers: INGO, PZU, USG, INTER-POLIS

The price is individual — it depends on the term, the vehicle and the driver's age: from 1,500 UAH (≈ €30). The manager calculates the exact amount from your request.

In detail

Is car insurance compulsory in Ukraine?

Yes. Only insured vehicles may be used on Ukrainian roads (Law No. 3720-IX, art. 7 p. 1). The insurance in question is compulsory third-party motor liability — Ukrainians call it «автоцивілка». It pays for the damage you cause to other people and their property; it does not repair your own car.

For a car brought in temporarily, the law names the driver who brought it as the person who must take out a Ukrainian («domestic») policy — before entering Ukraine, unless the car already has a Green Card certificate that is valid in Ukraine (art. 7 p. 1).

Who needs it
Any car registered outside Ukraine, while it is in Ukraine — a tourist visit, a family trip, work, a transit drive.
What counts
A Green Card from your home insurer valid in Ukraine, or a Ukrainian policy for the time of your stay.
Where it works
A Ukrainian policy covers Ukraine only (art. 6). Abroad your own insurance applies.

What happens at the border without it?

The State Border Guard Service checks the insurance of every car at border control, «regardless of where the vehicle is registered» in the words of art. 9 p. 1. The check runs against the national MTSBU database, so an electronic policy is enough — no paper.

If the driver of a foreign-registered car has neither a Green Card valid in Ukraine nor a Ukrainian policy for the whole stay, the car is not let into Ukraine (art. 9 p. 3). In practice that means leaving the queue, buying a policy and queuing again — which is why it pays to buy it the day before.

Fines and consequences of driving uninsured

The fine is the small part. The expensive part is the accident: if you hit another car and have no valid policy, the Motor (Transport) Insurance Bureau of Ukraine compensates the victims and then has the right to recover every hryvnia from the person who caused the crash (art. 37 p. 2). The police fine is set by art. 126 p. 1 of the Code of Administrative Offences.

How long can the policy be?

Ukrainian drivers buy a policy for six months or a year. For a car registered abroad and staying in Ukraine temporarily, the law also allows short terms — 15 days, 21 days, 1, 2, 3, 4 or 5 months — «for the time of its stay» (art. 11 p. 7). Pick the term that covers your whole visit, including the drive back to the border.

There is no single price: insurer, vehicle category (engine size, motorcycle, van, trailer) and term all change it, so the manager calculates the price for your vehicle.

Green Card or a Ukrainian policy?

If your insurer at home issued a Green Card certificate, look at the list of countries on it. When Ukraine (code UA) is valid on your certificate, that card is your proof of insurance in Ukraine (art. 9 p. 2) and you do not need anything else. If UA is not covered, or you have no Green Card, take a Ukrainian policy for your stay.

A Ukrainian policy is often the simpler choice for a short visit: it is electronic by law (art. 11 p. 1), appears in the national database the border guards and police check, and is valid from the date and time written in it.

What the policy covers

A policy issued in October 2026 for a car on foreign plates lists these insured sums. They are per accident, for damage you cause to others in Ukraine:

Insured sums on a Ukrainian policy issued 10.10.2026
Damage toPer accidentPer injured person
Life and health5 000 000 UAH500 000 UAH
Property (cars, buildings)1 250 000 UAH250 000 UAH

Example: two weeks in Lviv on Lithuanian plates

Tomas lives in Vilnius and drives his 2022 Skoda Octavia to Lviv for his sister's wedding: twelve days in Ukraine, crossing at Yahodyn on a Friday morning. His Lithuanian Green Card does not cover Ukraine. On Wednesday evening he writes to our manager with his plate and entry date. The reply names the price for a 15-day policy — 15 days, not 12, because the policy must also cover the drive back to the border.

On Friday the border guard checks the plate against the national database, the policy is there, and the car goes through. On day 13 Tomas decides to stay a few more days. The policy runs out at midnight of day 15, so on day 14 he asks for a new one starting the next day — otherwise from day 16 he would be driving uninsured, with the 425 UAH fine and the risk of paying for any accident himself.

Police checks and the documents to carry

The National Police check insurance on the road, including by automatic cameras, and they check it in the same MTSBU database as the border guards (art. 9 p. 1). The database is searched by the plate, so the electronic policy on your phone is enough — there is no paper certificate to carry. Keep the usual documents for driving with you: your driving licence and the car's registration certificate.

If the police find no valid policy for the car, the fine is 425 UAH (Code of Administrative Offences, art. 126 p. 1). It does not make the car insured: you still need a policy before you drive on.

How to check your policy

Whether a car has a valid contract on a given date, and with which insurer, is open information in the MTSBU database (art. 8 p. 2). Enter the plate on the MTSBU website — it is free and takes a minute. Do it the evening before the trip: a policy starts working no earlier than the moment it is recorded in the database.

If you have an accident in Ukraine

  1. Stop, make the place safe and help anyone injured — the duties of a driver in an accident under the Road Traffic Rules apply to you as to everyone else (art. 31 p. 1).
  2. Give the other drivers your name, address, your insurer and the number of your policy (art. 31 p. 1).
  3. Tell your insurer about the accident within three working days (art. 31 p. 1).
  4. Only two cars, only damage to the cars, nobody hurt, nobody drunk, and you agree on what happened? Then the two drivers may fill in a joint accident report — the «Europrotocol» — without calling the police, on paper or electronically (art. 31 p. 2).
  5. Anyone injured, more than two cars, or no agreement — call the police (102) and wait for them.

Extending the policy or leaving early

There are no grace days. Staying longer than planned? Buy a new policy that starts the day after the old one ends, and buy it before the last day. If you take a new Ukrainian policy for the same car while the old one is still running, the new one ends the old one from the moment it starts (art. 11 p. 10).

Leaving Ukraine earlier? A contract can be ended early by agreement between you and the insurer; then the insurer returns the premium or part of it as the Law of Ukraine «On Insurance» defines (art. 15). With a 15-day policy the simpler choice is usually just to keep it to the end.

Questions and answers

Is car insurance mandatory in Ukraine for foreign cars?

Yes. Only insured vehicles may be used in Ukraine (Law No. 3720-IX, art. 7). On entry a foreign-registered car needs a Green Card valid in Ukraine or a Ukrainian policy for the whole stay; without one the border guards do not let it in (art. 9 p. 3).

What is the fine for driving without insurance in Ukraine?

Driving without a policy, or without showing it, is fined 25 tax-free minimum incomes — 425 UAH (Code of Administrative Offences, art. 126 p. 1). If you cause an accident while uninsured, MTSBU pays the victims and can then recover the money from you (Law 3720-IX, art. 37).

Can I buy Ukrainian car insurance for 15 days?

Yes, for a car registered abroad and staying in Ukraine temporarily: the law allows 15 days, 21 days and 1 to 5 months, besides the usual 6 months and 1 year (art. 11 p. 7). The manager calculates the price for your vehicle and term. Leave a request for our manager in the form on this page.

Is my Green Card valid in Ukraine?

Check the country list on your certificate. If Ukraine (UA) is valid on it, the Green Card is proof of insurance in Ukraine (art. 9 p. 2). If UA is crossed out or missing, you need a Ukrainian policy.

Do I need a paper policy?

No. Ukrainian motor liability contracts are concluded only in electronic form (art. 11 p. 1), and the police and border guards check them in the MTSBU database. You can check your policy yourself on the MTSBU website.

Is it safe to buy Ukrainian car insurance online?

Yes, as long as the contract appears in the MTSBU database: the police and border guards check that database (art. 9), and anyone can check it free on the MTSBU website by plate number for the start date. On WOC the policy is issued by the Ukrainian insurer you choose; WOC is an insurance intermediary, and its details are on the intermediary page (in Ukrainian).

Who receives my payment when I buy on WOC?

The insurer or its authorised insurance agent, depending on the offer; the recipient is shown in the checkout before you pay. Pay only through the payment link in the checkout — we publish no bank details for transfers, and the intermediary's commission is already included in the price.

What do I need to insure a foreign car in Ukraine?

The plate and the country where the car is registered, the date you enter Ukraine and the term, the car's details from its registration document (make, model, year, engine size), the policyholder's passport details and an e-mail address — the policy is electronic. A Ukrainian tax number or a Ukrainian phone is not needed.

Does the Ukrainian policy cover the driver or the car?

The car. A Ukrainian policy has no list of drivers: the insured person is anyone who uses the car lawfully (Law No. 3720-IX, art. 1 p. 1 item 5), so a friend in Ukraine may take the wheel too. The calculation asks for the youngest driver's date of birth — give the youngest of everyone who will drive.

How fast do I get the policy for a foreign car?

On the day you pay: the insurer records the contract in the MTSBU database when it is concluded and paid (art. 11 p. 3), and must send the policy to your e-mail no later than the date and hour it starts (art. 11 p. 5). The border guards check that database, not the e-mail, so buy at least the day before you reach the border.

I am not a Ukrainian citizen, but my car is registered in Ukraine. Can I get a Green Card?

This page is for cars registered abroad. For a car registered in Ukraine, write to our manager through this page: say the car is registered in Ukraine, give the plate and the dates, and the manager answers in English.

Is it possible to get a foreign car insured right at the Ukrainian checkpoint?

It is safer not to count on it. The border guards look the car up in the MTSBU database and turn it back when nothing is found there (art. 9 p. 3), which means leaving the queue and joining it again. Sort the policy out before the trip, ideally a day or more before you reach the checkpoint. Leave a request for our manager in the form on this page.

I am already in Ukraine and my Green Card runs out soon. What now?

Take a Ukrainian policy that starts no later than the day after the card's last day, so the car is never left uncovered. Driving in Ukraine without a valid contract is fined under art. 126 of the Code of Administrative Offences. Put in the first line that the car is already in Ukraine and the date the current cover ends. Leave a request for our manager in the form on this page.

Can I insure a rented or borrowed foreign car for Ukraine?

Yes. The law puts the duty on whoever brings the car into Ukraine temporarily, not only on the owner named in the registration document (art. 7). Look at the rental company's or the owner's Green Card first: if UA on it is not struck through, nothing else is needed. A Ukrainian policy belongs to the car, so anyone driving it lawfully is covered (art. 1). Leave a request for our manager in the form on this page.

What should I do after an accident in Ukraine?

Stop, make sure nothing gets worse, and swap names, addresses, insurers and contract numbers with the other driver; tell your insurer within 3 working days (Law No. 3720-IX, art. 31). Two insured cars only, nobody hurt or drunk, and the two drivers share one version of events — then a paper accident report without the police is enough; the electronic one works only with two Ukrainian policies. In every other case call the police. Leave a request for our manager in the form on this page.

How much is Ukrainian car insurance for a foreign car for 1 month or 1 year?

There is no single figure: it depends on the car, the term and the insurer, so the manager calculates the price for your vehicle. On 10 October 2026 4 insurers quoted a one-month term for such a car and 4 quoted a full year. Besides a month and a year, the law allows 2 to 5 months and 6 months for such a car (art. 11 p. 7). Leave a request for our manager in the form on this page.

Staying three weeks in Ukraine with a foreign car — two 15-day policies or one month?

One month is the simpler choice: a single policy and a single end date to watch, while two 15-day policies must follow each other without a gap. The law also allows a 21-day term (art. 11 p. 7). Which option costs less depends on the car — the manager calculates the price for your vehicle for both. Leave a request for our manager in the form on this page.

Foreign car staying in Ukraine for a long time: two 6-month policies or one year?

One year, if the car stays the whole year: one contract, no renewal halfway. Half a year suits a car that goes home before the second half-year starts. The manager calculates the price for your vehicle for either term. Leave a request for our manager in the form on this page.

Do insurers charge the same for a foreign car in Ukraine?

No. Tariffs differ from one insurer to another: on 10 October 2026 3 insurers quoted the same 15-day term, each at a different price. Whichever you choose, the policy goes into the same MTSBU database the border guards check, and the manager calculates the price for your vehicle.
